Developing countries have to face dealers who try to earn a large amount wealth by entering in the educational sector as administrator or chairman etc. They open their own schools, colleges and also universities in which they provide quality to huge amounts. They print books for their own institutions and sale for high expenditures among all students and poor have to face problems. Our dealer type leaders are insisting students to use guides to get good marks instead of clearing their concepts.

There are no positive penalties which are attaching to social rules because punishment is beauty of law.  Disobedience of rules is in the results of punishments and these sanctions and punishment system is different in different countries. I.e. in some countries drinking is not illegal activity but in Muslim countries it is considered an offence behavior and people have to face prison in the case of this violation. Obedience of law is the symptom of civilized nations and civilized people.
